At traditional illegal dumping grounds in the Dublin area, those lugging boxes of soggy rubbish face a camera and the voice of authority. "This is the council. We see that you are dumping your bags. Please put them back in the car," the voice booms. In most cases, the offenders obey. If not, the video footage of their crime is good enough to be used in court. TEC Security Services has already caught 500 offenders in south Dublin over the past three months. There is an on-the-spot fine of 150 euro, half of which goes to the security company. "We have live monitoring, particularly of bottle banks and litter hot spots," said TEC chief executive Stephen Tyrell. "We tell the perpetrator to put their rubbish back in the car and it generally works." Up to 15 local authorities in the Republic of Ireland are using the CCTV system and the company has also developed a monitor for use in out of the way places such as bogs, so that the dumper is safe nowhere. Mr Tyrell said the system saved councils the legal costs involved in prosecution as well as the price of tidying up. "The council has still to collect the illegal rubbish and dispose of it. But with this pro-active system, there is a real live deterrent, we can actually stop the dumping from taking place and that saves a council's time and money."
